I see!!!
It's
Kyoto Protocol - an international treaty (Convention) on climate change! Countries that ratify this protocol committ themselves to reduce pollution in various ways.
LOL~ Another item added to my general knowledge! YuPPiE!
And guess what? The reason it has a seemingly Japanese name is by virtue of the fact that the negotiation of the treaty took place in Japan in 1997!
